Background & Early Career

Philip’s passion for advocacy was shaped early on, growing up in a household where protecting others’ rights was a core value. With his mother in management and his father serving as a Union Delegate, he learned the importance of fairness, negotiation, and persistence. These are the qualities that would later define his career.

Before entering public adjusting, Philip spent nearly a decade (2002–2012) with one of the nation’s largest investor-owned energy-delivery companies, managing complex electrical systems and substation operations. His experience with technical systems, maintenance oversight, and contractor coordination built the foundation for the operational precision he brings to insurance claims today.

In 2005, after Hurricane Katrina, Philip and his brother Michael were introduced to the public adjusting industry when asked to assist property owners with damage assessments. Shocked by how insurance companies delayed, underpaid, and denied claims, the brothers recognized the urgent need for stronger advocacy. This inspired the founding of United Public Adjusters & Appraisers, Inc. in 2008,  a firm built on transparency, technical expertise, and relentless policyholder representation.

Disaster Claims Leadership

Over the past 19 years, Philip has managed claims from nearly every type of catastrophe including Hurricanes Irene, Sandy, Irma, Henri, Ida, Ian, countless winter storms, nor’easters, macrobursts, microbursts, building collapses, and even cyberattacks causing millions in business interruption losses.

Philip is licensed in multiple states, including New York, New Jersey, Florida, Pennsylvania, and Connecticut, and has represented policyholders in 20+ states nationwide. This broad licensing enables him to handle claims for both regional clients and those with multi-state property portfolios. His reach has also expanded westward, where he has guided homeowners through catastrophic California wildfire claims.

Representing policyholders across the country, he has overseen over $1 billion in property damage claims, helping families, boards, and businesses recover after catastrophic events. His expertise spans apartment buildings, hotels (Marriott, Hilton Garden Inn, Holiday Inn Express, and non-chain hotels), condominium and cooperative buildings, and large-scale high-rise fire losses. He is also known for his ability to interpret proprietary leases, offering plans, and by-laws, relieving stress for boards of managers and property management firms who regularly turn to United Public Adjusters & Appraisers during crises.

Wildfire & Catastrophic Loss Advocacy

Most recently, Philip has been on the front lines of the California wildfires, representing homeowners in Pacific Palisades whose properties were completely destroyed. Many of these losses were total, leaving homes unrecognizable. Handling these claims required creativity, persistence, and deep technical expertise.

By leveraging aerial imagery, detailed client interviews, building department records, and his construction background, Philip and his team prepared comprehensive claims covering both building and personal property damages. These efforts resulted in millions of dollars in recoveries for policyholders, despite insurers creating unnecessary delays and roadblocks.

Not every family Philip spoke with became a client as some believed that because they were underinsured, they would automatically receive their policy limits without professional representation. Still, Philip took their calls, freely providing guidance on how to read their policy, document their losses, and assert their rights. Homeowners often called back to thank him, grateful for the insight during a moment of complete devastation. For many, the loss of a home was only part of their burden. They also faced uncertainty around locating schools for their children, how to commute to work, how to keep up with mortgage payments, and what their future looked like. Philip’s willingness to help, even when he wasn’t personally managing the claim, reflected the same philosophy that guides all of United Public Adjusters & Appraisers’ work: policyholders come first, no matter what.

Philip continues to advocate aggressively as many claims remain open, guiding families through decisions to either rebuild at their original locations or purchase new homes elsewhere, unlocking additional replacement cost benefits within policy limits.
